                          APPROPRIATIONS.

    ``There are authorized to be appropriated to carry out this part--
            ``(1) $270,000,000 for fiscal year 2017;
            ``(2) $270,000,000 for fiscal year 2018;
            ``(3) $300,000,000 for fiscal year 2019; and
            ``(4) $300,000,000 for fiscal year 2020.''.
