``SEC. 2001. <<NOTE: 20 USC 6601.>> PURPOSE.

    ``The purpose of this title is to provide grants to State
educational agencies and subgrants to local educational agencies to--
            ``(1) increase student achievement consistent with the
        challenging State academic standards;
            ``(2) improve the quality and effectiveness of teachers, 
        principals, and other school leaders;
            ``(3) increase the number of teachers, principals, and other
        school leaders who are effective in improving student academic
        achievement in schools; and
            ``(4) provide low-income and minority students greater
        access to effective teachers, principals, and other school
        leaders.

``PART A--TEACHER AND PRINCIPAL TRAINING AND RECRUITING FUND

``SEC. <<NOTE: 20 USC 6601.>> 2101. PURPOSE.

    ``The purpose of this part is to provide grants to State educational
agencies, local educational agencies, State agencies for higher
education, and eligible partnerships in order to--
            ``(1) increase student academic achievement through
        strategies such as improving teacher and principal quality and
        increasing the number of highly qualified teachers in the
        classroom and highly qualified principals and assistant
        principals in schools; and
            ``(2) hold local educational agencies and schools
        accountable for improvements in student academic achievement.
